Special Meeting-Organizational

January 4, 2010

Fowler Township Trustees met at 7:00pm in the Fowler Township Community Center in a Special Session for an organizational / work session meeting. Members present were Tom Carr, Albert Crabbs and Jeffrey Davis. Tom Carr opened the meeting with the pledge to the flag.

Chair was turned over to Fiscal Officer Lynn M. Michalec, who swore in Re-Elected Trustee, Tom Carr and Newly Elected Trustee, Jeffrey Davis as Trustees.

RESOLUTION 1-2010 CHAIRMAN Fiscal Officer then entertained a motion by Tom

Carr to appoint Albert Crabbs chairman of the Board of trustees for 2010.

RESOLUTION 02-2010 BOARD OF TRUSTEES newly appointed Chairman, Albert

Crabbs motioned to appoint Tom Carr, Vice Chairman of the Board Of

Trustees. Jeffrey Davis 2^nd. Albert Crabbs will supervise Roads and Zoning.

Tom Carr will supervise Police and Jeff Davis will supervise Fire and EMS.

RESOLUTION 03-2010 MEETINGS TIME AND PLACE Tom Carr motioned to

conduct all meetings in full compliance with the State of Ohio Sunshine

Law and according establishes the following rules for scheduling and

notice of all meetings: Regular meetings of the Board of Trustees shall be

held on the first Monday of each month at 7:30 pm in the Fowler Township

Community Center. In case of Holiday, the meeting will be held on the 2^nd

Monday of the month.

Notice of Special Meeting of the Board of Trustees shall be given by

posting advanced written notice of the same in a conspicuous place,

On the Community Sign. Additionally, notice of all special

meetings shall be given to Warren Tribune Chronicle with at least 24 hour

notice of meeting, except in an emergency in which case the notice will be

given as soon as possible. All meeting changes or scheduled special

meetings are also to be posted on Township Website and Township Sign

whenever possible. Additionally, the Township will provide advanced

written notice of special meetings to anyone who provides the Township

with a self addressed, stamped envelope. Notice of Special Meetings of the

Board of Trustees shall contain the following information. Notice of

Special Meeting, Date, Time, Place and purpose of Special meeting.

RESOLUTION 04-2010 EMPLOYEE REAPOINTMENT Albert Crabbs motioned

to rehire/reappoint all current department heads in Fire and Police

Departments, with monthly compensation remaining the same at

$700.00 monthly. Road Superintendents hourly wage of $22.89 including an

increase of 2%. Also to rehire current full time township employee in the

road department with an hourly wage of $15.60, including an increase of

2%. Pay rates for all part time employees in the fire and police department

will remain the same. Police is $ 10.50 hourly, Fire & EMS is $9.00 hourly

and Paramedic is $10.00 hourly. Also to retain Zoning Inspector Nancy

Shook at a pay rate of $350.00 monthly along with 20% of permits that are

issued. Health Insurance will be offered to all Full Time employees and

Township Trustees and Fiscal Officer, with 10% of health care premium to

be paid by employee or official as described in Fowler Townships employee

handbook. The Fowler Township Board of Trustees and Township Fiscal

Officer are entitled to procure the Townships group insurance for

themselves and their dependents, pursuant to Ohio Revised Code 505.60.

Any township officer may refuse to accept said coverage. Opt out for

RESOLUTION 05-2010 MARY STIVER/OFFICE HELP Jeffrey Davis

motioned to retain Mary Stiver as an independent contractor used for

custodial work in Township offices, Cemetery Chapel and Community

Center. She will also take care of scheduling and the opening and closing of

Community Center for public meetings and rentals, at a pay rate of $10.00

per hour to be paid twice per month. Also to permit Fiscal Officer to retain

necessary help when needed, at the discretion of the Fiscal Officer, for

records retention and removal, along with necessary cemetery data entry,

typing and filing at a pay rate of $10.00 per hour. Albert Crabbs 2^nd. Roll

RESOLUTION 06-2010 LEGAL COUNCIL Tom Carr motioned to retain the Law

Offices of Charles Richards and Attorney Mark Finnamore as Fowler

Township Legal Council in addition to the County Prosecutors Office.

RESOLUTION 7-2010 TOWNSHIP ASSOCIATION Albert Crabbs motioned to

approve payment for the enrollment into the Ohio Township Association for

all township elected officials and department heads. All reasonable expenses

incurred attending conferences and training will be reimbursed with proper

receipts presented to clerk, mileage will also be paid, in the amount currently

RESOLUTION 8-2010 ZONING MEMBERS Tom Carr motioned for

appointment of Zoning Commission, members as follows…. Walter Trumbull,

for 1 year. Mary Jane Moore for 2 years. Janice Thomas for 3 years. Debra

Winfield for 4 years. Open position to be filled after publication of open

position. Information to be posted on Community Bulletin Board.

Reappointment of the Board of Appeals, members. Tom Fabian for 3 years,

Richard Gless for 1 year, Jeff William for 2 years. Mark Bockelman for 4 years

and Steven Rudge for 5 years. Compensation for both boards shall be a set fee

of $25.00 per meeting. Records of said meetings to be provided to Fiscal

Officer. Payments will be made at the end of calendar year. Jeffrey Davis 2^nd.

RESOLUTION 9-2010 TEMP_APPROATIONS Jeffrey Davis motioned to

approve Temporary Approations as submitted by fiscal officer for necessary

township expenditures pending the adoption of final appropriations for
